Bellingham Harbor Area
Harbor Line Relocation
The Washington Department of Natural Resources (DNR) is considering a relocation of the harbor lines in front of the City of Bellingham. The Port of Bellingham has requested that DNR relocate portions of the inner and outer harbor lines to align harbor areas with current shorelines and navigable water depths. The DNR will conduct a public informational workshop on August 15, 2006 at 6:30 PM at the Bellingham Public Library “Lecture Room,” Address: 210 Central Avenue to provide the community more information about the request.
DNR is seeking community participation on the proposed harbor area changes. Meeting attendees will be asked to provide their input on the commerce and navigation needs along the harbor area from the “I & J Waterway” a line just beyond the “Harris Avenue Shipyard.”
What is a Harbor Area?
Harbor Areas are defined as the area between the Inner and Outer Harbor Lines. Harbor Areas are established by the Harbor Line Commission in navigable waters in front of cities and up to one mile past city limits. Harbor Areas are owned by the state and are managed by the DNR, Division of Aquatic Resources. Harbor Areas were established to support the needs of commerce and navigation under Article XV of the Washington Constitution. Harbor line changes may be approved by the Board of Natural Resources, acting as the stat Harbor Line Commission, upon recommendation by the DNR.
