Programs & Incentives

The Washington State Small Business Guide outlines steps to start or grow your business, including licensing, hiring, regulations, taxes, and reporting.

Workforce Training

Washington offers customized workforce training and job skills programs. Businesses can cut training costs by up to 50% through partnerships with local colleges and may qualify for B&O tax credits and job skills grants.

Whatcom County is home to four colleges—Western Washington University, Whatcom Community College, Bellingham Technical College, and Northwest Indian College—creating strong talent pipelines across a wide range of industries.

New and existing businesses also benefit from the services of the Northwest Workforce Council (a division of WorkSource), which helps employers recruit new staff, develop the skills of current employees, and support ongoing employment. Through programs such as incumbent worker training, businesses can access funding to train existing employees, enhancing their skills to meet evolving job requirements, improve job retention, and create opportunities for advancement within the company.

Tax Incentives

Washington tax incentives include sales and B&O tax exemptions and credits, particularly for manufacturing and renewable energy sectors. Some industries also benefit from preferential tax rates.

Economic Development Funding

The Port of Bellingham may access grants and low-interest loans to support business growth and facility development. Funding is available for current and prospective tenants, with support for projects across Whatcom County: economic development funding opportunities.
