2021-10-19 Harcourt Project No. 2 - Memorandum and Estoppel Certificate
Proposed Project: Harcourt Developments Residential Bellingham LLC (The Site Owner) has now secured full permitting from the City of Bellingham for the construction of the Waterfront Living Condo Project as at the 29th April 2021. This will permit the development of a 75,43sqft basement providing 175 car parking spaces and ancillary storage with 3 individual, 5 story blocks providing 103 Condo units and circa 32,697sqft of commercial space. The entire development will have a zero-lot line along the Northern, Southern and Western boundaries, as per the Waterfront Development Plan and will have a buffer zone on the Eastern boundary of circa 22ft to the East elevation of Block C and the new City Waypoint Park extension.
Each block will have its own distinguished facade design and finish creating fagade articulation and variety. Each block will have its own individual site address and condo association. The residents will
have access to communal facilities within the building, including a communal dining area and gym facility. The blocks will have their own mix of one, two, and three bedroom units. Circa 5% of the Condo Units will be type A units per IBC. This is achieved via the provision of two type A units per each block, being circa 5.8%. Circa. 52% of units will have direct waterfront views across Bellingham Harbor.

2021-04-20 MOU Property Usage between the POB & The State of WA Dept. of Fish and Wildlife.
THE PURPOSE OF THIS MOU is:
European green crab (EGC) are classified as a Prohibited Level 1 species in the state of Washington (WAC 220-640-030). EGC pose risk to the state's economy, ecology, and cultural food resources. These voracious ecosystem engineers can devastate local environments, displace native species, degrade and hinder restoration of native habitats, such as eelgrass beds, alter food webs, and threaten local shellfish industries. In late 2019, new detections of green crab at Drayton Harbor and Lummi Bay raised concern for local communities, tribes, partners, and stakeholders. Catch rates showed a 10-fold increase compared to previous sites with incursions, like Dungeness Spit and Padilla Bay.
