REQUEST FOR PROFESSIONAL SERVICES

SQUALICUM HARBOR

INNER HARBOR REHABILITATION AND DREDGING OF INNER AND OUTER HARBORS

The Port of Bellingham is issuing this Request for Professional Services for facility planning, permitting, engineering and design services for a project to refurbish or replace the floats, piles and associated infrastructure in Gates 6 through 10 in the Port of Bellingham’s Inner Squalicum Harbor.  In addition, the project will complete maintenance dredging of the Inner and Outer Harbors to re-establish design drafts.  It is anticipated that construction of this project will be phased over multiple years with the first phase of construction anticipated to start in 2025.    

A non-mandatory site tour will be held on Thursday, May 12, 2022 at 2:00 pm.  Please contact Larry Scholten, PE (, 360-715-7378) if you are interested in attending.  Direct any questions you may have regarding this RFPS to Larry Scholten, PE. 

The deadline for RFPS submittals is Thursday, May 26, 2022 at 2:00 p.m. PDT. One electronic copy, not to exceed 20 pages, including attachments, shall be transmitted to:

At the Port’s discretion, interviews may be scheduled with select respondents within two weeks of the submittal deadline.   

The Port of Bellingham reserves the right to reject any and all proposals submitted. The successful service provider will be contacted by the Port and will be required to execute the attached Standard Agreement for Professional Services.
