NON-EXCLUSIVE RENTAL CAR CONCESSIONS
REQUEST FOR PROPOSALS
The Port of Bellingham is soliciting Proposals for the operations of On-Airport Non-Exclusive Rental Car Concessions at the Bellingham International Airport.
Up to four (4) On-Airport Non-Exclusive Rental Car Concession and Lease Agreements will be awarded to be located in the Rental Car Counter Facility as depicted on Exhibit J. Rental car spots will be allocated to the awardees based on market share.
The Term of the Concession Agreement will commence January 1, 2023 and be in effect for a period of five (5) years. A detailed statement of privileges granted and the rights, privileges and obligations of each Proposer are set forth in the SAMPLE Non- Exclusive Rental Car Concession and Lease Agreement attached as Exhibit I.
Each Proposer will submit one copy of the proposal in pdf format on Flash Drive of all documents required. All documents listed on the attached “Proposal Submission Checklist – Exhibit A” must be submitted in a sealed envelope bearing on the outside, the date advertised for the opening of the proposals and the words, "Rental Car Concession, Bellingham International Airport".
All proposals submitted must have a subject line stating: ‘RFP No. OS 22-3 Non-Exclusive Rental Car Concession at the Bellingham International Airport’.

All proposals must be submitted to the Port by 2:00pm on the date indicated. Time will be recorded using the Port Administration office clock. Proposals received after the scheduled date/time will not be considered. All supporting materials and documentation must be included with the proposal. The responsibility of timely delivery lies solely with the proposer.
The Port reserves the right to reject any and all proposals, to waive any irregularities in a proposal, or to accept the proposal(s) which in the judgment of proper officials, is in the best interest of the Port. The Port reserves the right to accept a part or parts of a proposal unless otherwise restricted in the RFP or issue subsequent RFPs. The Port reserves the right to approve or reject any sub-Contractors proposed for work under this proposal or waive any minor irregularities.
The Port reserves the right to select the successful proposers once all proposals are received, without seeking further information for clarification from proposers. Upon review of proposals, the Port may designate the most qualified answer. The Port shall have the right to visit selected user sites, should this be deemed necessary.
All federal, state, and local laws regarding competitive bidding, anti-competitive practices, and conflict of interest shall be applicable to this RFP.
The Port does not guarantee that any contract will be awarded because of this RFP. If a contract award is made but the contract is not executed, the Port does not guarantee that the contract will be re-awarded
